YCA Committee meeting

 

At the home of Peter Cloudsdale York. 13 March 08

Present: P Cloudsdale, R Jones, S Johnson, S Burton, I Lewyk, J Duckworth, Gerry Beldon (Northumberland) Mike Butt Hull DCA, John Hipshon, J Griffith.

Gerry Beldon was invited to provide details about Charitable trusts. Gerry has been responsible for helping to set up a Charitable Trust in Northumberland and his work is to raise funds for charities.

 

Charitable Trust

The key question for sponsorship is to make sure the company get something back for the funds. Good press coverage is worth a lot to companies. Imagine if they had to pay for a full page spread.

To set up you need minimum of 3 Trustees. Chair, Treasurer, Secretary.

Gerry provided details of a standard constitution in a manuscript. The Trustees would need to work out their objective for the Trust. Once the Trustees are decided they can register as a charitable organisation online.

It is free to register. If turnover is less than £10,000 then accounts need only be examined. They will not be needed to be examined by an accountatnt.

Because of the benefits of becoming a Charitable Trust the committee agreed that it would be beneficial for a Trust to be set up for Yorkshire juniors.

John Hipshon and Peter Cloudsdale volunteered to take take this forward as trustees and will find another member.

Discussion took place on what the Charitable Trust’s objectives should be. It was agreed that one of the main objectives should be to support Junior County teams at all age groups through any funds raised. The committee also suggested that the junior age titles should be supported by the trust. The trustees would be asked to report to the AGM.

The Yorkshire Schools Chess Association would be expected to run alongside the Trust. A process for application for any funding will need to be addressed by the Trustees.

There is a fund of £750 in a high interest account that has been earmarked for junior county chess has not been used. It was agreed that a proposal is made to the AGM to move this sum to the charitable trust.

Ihor agreed to draft proposal for the AGM

 

Child Protection Policy

Gerry also had key information about the Child Protection Policy and CRB checks for our organisers.

The 1999 protection of children act does not apply to organisations where child care is not their primary aim.

There is a child protection policy on the ECF website. See link. People need to discuss the policy at their County association, congress organisers and local league teams. Local organisers need to consider and decide what points need to be addressed and to make members aware. It was agreed to discuss the points at the AGM.

CRB checks.

Suggested CRB checks are required for people for principle officers, coaches and team captains. It is expected that volunteers can soon register for free online.

It is not necessary to get everybody at clubs checked.

Junior Comp - York


The junior tournament at the Railway Museum has 40 entries and Sabrinna Chevonnes English lady international will be coming to offer some coaching.

 

AGM Date / Venue

We are looking to book the AGM at York RI on Saturday 14 June. (It was discovered later that this clashed with York races so the Secretary issued an e-mail to obtain a consensus from committee members on which is the best date to go for.

 

ECF Yearbook

It was agreed that we should offer the Yorkshire league tables for publication in the ECFyearbook. The Secretary will be asked to take this forward at the appropriate time.

 

YCA Life member list

Ihor will pursue to update list of current members.

 

Grading

The ECF Yearbook states that it may be using a two tier grading system next year. Jon Griffith agreed to investigate this further with Richard Hadrell and report back by e-mail to the committee. Ihor agreed to pursue with ECF Management Board.

 

AG Sunderland

This has now finished and results are on the website. All the games will be sent off for Rapid Play grades.

 

YCA letterhead

Rupert agreed to look into designing and producing a YCA letterhead. He will sort out a process which could be as easy as having a custodian of the letterheads and officers e-mailing them to the custodian for issue.

Rupert will also look into what it takes to obtain a PO Box address for the YCA.

 

Yorkshire champion

The trophy was thought to still be with Richard Tozer but Richard Palliser won it at Bradford and wasn’t presented with it. Rupert agreed to contact Richard Tozer to arrange its return.

 

County Open Team

A few of the players think it is a bit harsh to have only one county go through to the national stages in the Open championship. Yorkshire drew with last year’s national open team champions Lancashire in the NCCU competition but lost out through tie break. As there are only two counties entered to play it means that only the winning county get to go through to the national knockout stages. Ihor will pursue with Dave Welch on behalf of the players who raised the matter.

 

Arbiters course

Geoff Jones is willing to come to Yorkshire to run an Arbiters course for people who are interested. John Hipshon and Peter Cloudsdale expressed interest. Ihor will contact Geoff to get more details and advertise.

 

YCA Junior individual championships

Don’t appear to have been run for last year. Ihor agreed to contact Alan Coupe to find out if these are to be played soon and how best to take it forward.

 Yorkshire Chess Association

 

Minutes of the Annual General Meeting held at the York Railway Institute on Saturday 23rd June, 2007 at 1.30 pm.

 

Present at the meeting were the following: T. Slinger, N. Pearce, R. Palliser, J. Griffith, R. Sutcliffe, R. D. Westra, P. Shaw, P. Blackman, T. Barwood, S. Mann, A. McIntosh, D. Milton, I. D. Strickland, S. Johnson, S. Burton, I. Lewyk, R. Jones, P. Clarke, J. Hamm, P. Cloudsdale and A. Coupe.

 

Apologies for Absence. These were received from Jerry Walsh, Martin Reagan, Mike Dow and Jack Duckworth.

 

Matter Arising. The new team sheet was initiated, however not all teams use this. There were no problems. Tony Slinger raised the point that the NMS scheme was still unclear and could be replaced by NCCU Membership Organisations.

 

Annual Reports.

 

President: There was slow progress to make the Yorkshire League ELO rated. The cost would be £25 per team. This might be achieved in 2008. More Yorkshire juniors were playing for England. The President praised John Hipshon, Alan Coupe and Peter Cloudsdale for their work with the juniors and Stuart Johnson for his administrative work. Richard Palliser was congratulated on winning the British Rapidplay Championship.

Secretary: There was little correspondence during the year. Yorkshire became MO for the ECF. There is talk of the NCCU becoming an MO. ECF Basic Members have full rights to ECF events and activities.

Treasurer: Mike Dow mentioned that Bradford Central still owes fees and that accounts still owed by a number of County Captains. Dave Milton proposed that Bradford Central`s application not be accepted until the Treasurer is satisfied that the fees have been paid. This was seconded by Robert Sutcliffe. The deadline for payment was 1st August.

Competitions Controller: York RI A, Bradford A and Sheffield A were the top three in the Woodhouse Cup. Hull, Rose Forgrove B, and Alwoodley A were the top three in the I. M. Brown. In the Silver Rook there were six teams and they played each other twice; Sheffield D were the winners. Alwoodley will be having a third team. In the A. G. Sunderland South Yorkshire were the winners. Paul Blackman was congratulated on being the captain of two teams. The Saturday jamboree was more successful than the Sunday jamboree. There were no major disputes but there was an increase in the number of results being handed in late. Alan Coupe pointed out that the A. G. Sunderland is there to produce players that will be fed into the three leagues above it.

Match Captains: Open – Yorkshire lost against Lancashire by 7 point to 9. There were many late withdrawals. Under175 – This team had a good run, beating Lancashire by 6½ to 5½ and beating Greater Manchester in the quarterfinal. They eventually lost to Surrey in the semi-final. Under 150 – This team lost to Lancashire by 8 points to 4. Under 125 – This team beat Lancashire and Hampshire but lost to Essex in the semi-final.

Junior Chess: A report will be put on the web. Stuart Johnson mentioned the success of the Renaissance Academy run by Charles Wood and Nick Nixon. The President said that more effort must be made to make chess more exciting and attractive to young people.

Correspondence Chess: During the season from October, 2006, Yorkshire won all NCCU events. Yorkshire missed out on ECF final by a half point. There is no NCCU postal chess because of a lack of a controller. Yorkshire should be champions again this year. Oliver Lightowler of Harrogate is the current English Correspondence Champion.

Grader`s Report: Gradings run from June to May and there will be a draft list on the web in July. More information will be available on the grading list on the web. Rupert Jones complimented the work done by Jon.

NCCU Delegate’s Report: There are very few Yorkshire teams in NCCU events even though there are good cash prizes.

ECF Delegate’s Report: Rupert pointed out that here was little to report. Jon Griffith was concerned that council meetings were not put on the web. Jeremy Hamm proposed that a letter be sent to the ECF to ask that their minutes and council meetings be made more open.

County Team Competition Entries and Election of Match Captains.

It was decide that the appointments of the Open, Under 175 and under 150 Captains would be postponed until there was more discussion within a sub-committee.

Under 125 – Steve Burton

Under 100 – John Hipshon would be approached.

Proposed Changes to Constitution and Rules.

Proposal to replace A11 with – “There shall be ten players in each team in the Woodhouse Cup and eight in each other competition” failed by 4 votes to 8.

New Rule A30 – “If a player`s mobile telephone or pager sounds during a match that player and all players playing a match should be warned to turn them off. Any further instances of this happening can result in the loss of the game for the offending player(s).” This was passed by 10 votes to 5.

 

Fixing of Fees and Subscriptions.

£1.00 for ECF or NMS and £0.50 for juniors.

£6.00 for non-ECF or NMS.

All other fees remain the same.

 

Congress Dates for Calendar.

Bradford Congress in September will host the YCA Championship in the Open section. The YCA will provide a prize of £50.00 for the winner.

 

League Programme.

It is expected that Alwoodley B will be entering the Silver Rook next season. Sheffield E may also be entering a team into the Silver Rook.

There will be two promoted and two relegated from each division.

Bradford Central and Harrogate A are relegated from the Woodhouse.

Hull and Rose Forgrove B will replace them from the I. M. Brown.

Pontefract and West Leeds are relegated to the Silver Rook.

Sheffield D and York RI D will be promoted from the Silver Rook to the I. M. Brown.

 

Any Other Business.

Dave Tooley and Nigel Hepworth have recently passed their ECF Arbiters exam.

Tony Midgley of Huddersfield Chess Club passed away this year.

Jack Duckworth has received hundreds of Tea bags for our use. If any team or congress can make use of a supply please get in touch with him.
